Juvenile Justice Programs
MCC offers two juvenile justice programs for youth, ages 10 to 17, who have committed minor offenses such as retail theft or truancy. Each program is designed to help reduce reoccurring offenses by:
- making youth more accountable for their behaviors;
- helping youth understand the impact of their actions on others;
and - enabling youth to make reparations to their victims.

First Time Juvenile Offender Program
MCC serves over 200 participants a year through the First Time Juvenile Offender Program (FTJOP). MCC is one of three agencies that provides "tracking" or case management services for youth, ages 10 to 16, who have committed a minor offense. MCC primarily serves those who live south of I-94 by providing tracking; mentoring; tutoring; anger management classes; alcohol, tobacco, and other drug education (ATODA); and life skills workshops. All youth who participate in this program are ordered to do so through Milwaukee County Children's Court.

Community Service Options Program
Through collaboration with the Social Development Commission, MCC offers the Community Service Options Program for youth, ages 10 to 17, who have received municipal tickets. MCC provides case management and school tracking for two months for participants in this program.
